README: LINUX DAP ACCEL DRIVER, Version 2.23

The file accelmod.tar.gz (or acceldrv.tgz for source distributions) contains the
Linux DAP ACCEL drivers.  The file must be uncompressed with gzip/gunzip and 
then expanded with the utility tar.  Within the archive are instructions on 
the drivers installation (accel.txt).

    tar -xvzf accelmod.tar.gz

Changes from Version 2.22
=========================
 - Supports both Linux kernel 2.2.x and 2.4.x, but not at the binary level. 
   Need to unzip the correct file for the target version.
